PROFESSIONAL EXPERIENCE
Carl has over 37 years of experience in land surveying, land planning and minor engineering projects in the Frederick County, Maryland area, including 17 years as owner/president of Thomas, Moore & Associates, Inc. and 5 years with the Frederick office of Charles P. Johnson & Associates, Inc. He has prepared various types of surveys, including ALTA surveys, as-built surveys, boundary surveys, easement surveys, subdivision plats, location surveys and topographic surveys. He has also been involved in construction projects from initial computations and stakeout through final punch list and as-built plans for utilities and stormwater management facilities. Other projects included high accuracy vertical & horizontal control projects, GPS work to support U. S. Army Corps of Engineer projects throughout the mid-Atlantic area and FEMA flood map amendments. Carl has served as an expert witness in several court cases involving title & survey disputes.
As Manager of Surveying Operations, Carl maintains schedules, coordinates field surveys and provides quality control review of all prepared plats, easements, legal descriptions and other survey related plans to assure accuracy and compliance with agency requirements and State Law. Carl is often the initial point of contact for Clients that have questions regarding subdivision rights and boundary related issues.
PROJECTS
Town of Thurmont, Thurmont, MD;
Various projects for the town, including minor engineering plans for the rehabilitation of existing sanitary sewer lines within the town service area. Services provided to the town included consultation on other utility projects. The town was required to update their incorporation limits for taxing purposes, so a new limits map & metes & bounds description was researched & prepared. Additional projects include preparing annexation plans, subdivision plats for the new town library and easement documents for acquired open space parcels.
Hood College, Frederick, MD;
Research, field work and boundary survey of the entire Hood College campus in Frederick, MD to prepare a record plat consolidating 28 parcels into one overall description. Items of particular note were the locations of an existing main Frederick City waterline and various service lines constructed in the mid 1900’s and scattered around the campus. Easement documents were prepared & recorded to enclose the located lines within proper easements.
U.S. Army Corps of Engineers, Fort Detrick, Frederick, MD;
Various projects including field stakeout and/or location of exploratory borings, field location of existing utilities, construction stakeout of new steam lines, construction of new sewer lines and other utilities, field stakeout and/or location of monitoring wells on and off base, survey a local stream for a study regarding the dispersion of hazardous material, location of exploratory soils borings for expansion of an existing water treatment plant and other miscellaneous projects on-base and off-base within Area ‘B’.
Larry Grossnickle Property, Myersville, MD;
A 165-acre property comprised of various parcels that were bisected by Interstate 70 and Harmony Road, and part of swapped land with a golf course outside of Myersville, MD. Pieces of the overall property were acquired at various times since the early 1900’s and never been fully surveyed. With the construction of I-70 by Maryland SHA and the relocation/reconstruction of Harmony Road by Frederick County DPW, the property was cut into four sections (with 3-4 parcels within each section) that required boundary determinations for subdivision, tax and estate purposes. Several plats were prepared and recorded in the Frederick County Land Records.
Structural Systems property, Thurmont, MD;
A 50-acre industrially-zoned property in Thurmont, MD that was home to the corporate offices of Structural Systems, a building component manufacturer. Among the many plans prepared for the company were conceptual plans for development of the entire property, site plan for the approval of a new corporate & manufacturing facility, several other site plans for various expansions and improvements, improvement plans & construction stakeout for a 12-acre materials storage yard and associated 4-acre stormwater management pond, improvement plans & construction stakeout for the extension of public water through the property and Forest Resource Ordinance (FRO) plans & easement plats to bring the property into compliance with Frederick County requirements for development.
220 East Street Holdings, LLC Property, 220 North East Street, Frederick, MD;
Preparation of an ALTA survey and consultation with attorneys regarding issues uncovered during the preparation of the survey. Final product is a new boundary survey and individual lot descriptions recorded in the Frederick County Land Records.
