Homebuilders and others applying for a Single-Lot Residential Building Permit in Frederick County will need to obtain a separate Stormwater Management Permit as part of the building permit process. In the past, Frederick County has required those applying for building permits for single-lot residential developments to address stormwater management if the proposed disturbance for the construction is 5,000 square feet or more. Proposed disturbances of 5,000 Sq.Ft or greater require an Environmental Site Design (ESD) be performed to show how the proposed construction will conform to the 2007 State MDE Stormwater Management Regulations. Although there is no change to this requirement, Frederick County has now formalized this process into a new separate permit that must be obtained in the same manner that a plumbing or electrical permit must be secured for a residential building permit, including payment of a $393.00 review fee.
