PROFESSIONAL EXPERIENCE
Bill has over 33 years of experience as an engineer, surveyor, supervisor and an administrator.  This experience includes stormwater management systems; design and supervision of design for water distribution, sewage pumping stations, collection and interceptor sewers, structural design of retaining wall systems, stormwater collection systems and stormwater management pond systems; design and supervision of design for Industrial Parks, streets, highways; infiltration inflow studies, sewer system evaluation surveys, engineering and property surveys and feasibility studies.  His experience also includes surveying and supervision of surveys for all types of public works projects as well as private development projects and the boundary and right of way determination incidental to the projects.  His experience also includes commercial building inspection for buildings and utility projects. The administration of construction services including review of shop drawings, review of contractor’s progress schedules, draw requests, change order requests and site visits and the preparation of cost estimates.

Management experience includes project management for multidiscipline projects and the supervision of other project managers.  He is responsible for scheduling work, coordinating the work with various disciplines, office, and consultants and preparation of contract documents as well as the execution of plans and specifications during construction.

He is responsible for scheduling of design, design review, coordination with consultants and government agencies, quality control, change order negotiation, preparation of contract documents and project documentation.

As a Quality Control Officer at KCI Technologies, Inc., He contributed in the preparation of the company’s Quality Control Manual, as well as providing updates.  His training includes experience in the Redicheck Interdisciplinary Coordination System as well as Total Quality Management Training.

Bill has served on various committees within the Frederick Community.  Several assignments include chair of the Transportation Services Council that oversaw the transfer of the public bus system from the City of Frederick to the County, member of the Chamber’s Legislative Council and Legislative Committee, member of the Frederick County Division of Public Works Stormwater Management Committee, which recommended revising the stormwater management ordinance and prepared a design guideline manual for use by the professional community.  Mr. Brennan served on the Frederick County Board of Appeals for two years as an alternate member and four years as a full member and two years as the chair of the Board. He has served on the Road Design Committee for Frederick County and currently serves on the City of Frederick Land Management Code Committee, which has been charged with the task to rewrite the existing zoning requirements and plan process.  Mr. Brennan is also a member of the Design Committee of Downtown Frederick Partnership.  This committee is responsible for the implementation of the Façade Improvement Project in the Downtown Historic District, the implementation of the ‘wayfinding signage system’ enhancements, recommend to the City Planning Department land use and transportation improvements for the East Street Extended area located on the easterly section of the Historic District.  Mr. Brennan has served as citizen member of the original Ballenger Creek Master Plan Committee.  The Ballenger Creek Park is one of the regional Parks for Frederick County and consists of five baseball fields, seven soccer/Lacrosse fields and a one-mile hiking trail with a designated Nature Preserve area that protects and surrounds Ballenger Creek.

PROJECTS
Fletchers Grove (Town of Boonsboro, MD)
A mixed use project including 170 townhouses, 240 single family homes,96 condominium units,  four commercial pad sites, a fast food restaurant site and a Weis supermarket complex with four complimentary in-line store fronts. This project included the design of approximately 5,000 LF of public roadway systems including Chase Six Boulevard, a major collector roadway connecting MD Rt. 68 and MD Rt. 67. The design included the realignment of MD Rt. 68 at the intersection of Chase Six Boulevard and MD Rt. 40 alternate.  The Plan included a new traffic light, complete redesign of the existing intersection and new turn lanes and roadway widening to US 40A. The project also included upgrading the Town’s water distribution for the west side of town and the design of all utility systems for the project including stormwater management facilities that provide the latest water quality design technologies in accordance with the Maryland 2000 design guidelines and flood control management practices.

Richfield Station (Town of Chesapeake Beach, MD)
Planning and design of Town roadway systems including utility services (water & sewer), storm drainage, stormwater management facilities and sediment control design. This project includes 17 stormwater management facilities, four pump stations and over 600 residential units.

The Heritage (Town of Chesapeake Beach, MD)
Planning and design of Town roadway systems including utility services (water & sewer), storm drainage, stormwater management facilities and sediment control design. This project includes a traffic circle calming device and approximately 3,000 LF of new roadway.
