The State of Maryland's revisions to the Stormwater Management Design Manual are in effect. All new developments must comply with the new Environmental Site Design (ESD) criteria. Each County and Municipality has developed their own procedures for submittal of the required 3-step submittal process for stormwater concept, development, and construction plans. Several jurisdictions have combined some of the steps for smaller sites meeting certain criteria.
